Summary of
professional experience
 |
Fifteen years of experience in
conservation research and community-based conservation and development work in
Asia, with a strong emphasis on China (from 1996 to present, full-time in the
Tibetan Plateau region). Experience includes field investigations of grassland
ecology (both behavioural and ecological studies of native mammals and birds, as
well as human ecology), the implementation of wildlife conservation, and
environmental education. Integrated community development work has focussed on
improving the livelihoods of local Tibetan herders while sustaining the alpine
grassland environment, including both wildlife and vegetation. Specific topics
regularly addressed in present position (since 1998) include sustainable
grassland management, income generation, empowerment of local herders, design
and management of protected areas, community health and education, and the
development of local wildlife monitoring teams to enhance nature conservation in
areas of high biodiversity value. Main focal area of present work assignment is
the upper river basin (headwaters) of the Yangtze, Yellow and Mekong rivers in
Qinghai Province, China.

Plateau Perspectives is a
non-government organization (NGO) that supports local projects in conservation
and sustainable development in the Tibetan plateau region of China. Main
programme areas include biodiversity conservation, community health, education
and income generation.
Current projects focus on the
conservation and sustainable utilization of natural resources in the headwaters
of the Yangtze, Yellow and Mekong rivers in cooperation with the Government, the
Management Bureau of the Sanjiangyuan National Nature Reserve and local civil
society. Extended contact with Tibetan pastoralists also allows better
understanding of their impact on grassland ecosystems and enables integration of
traditional ecological knowledge in wildlife conservation and community
development initiatives. Additionally, regular wildlife surveys are undertaken
in the project area, including internationally significant wetlands, and
livestock exclosures have been setup for long-term grassland ecological
monitoring.
Dr Foggin's main functions include
strategic long-term planning, the development and implementation of conservation
and development activities, project monitoring and evaluation, and
administrative tasks including fund-raising.
Dr Foggin has worked in
association with many government bureaus and agencies since 1998, including the
Tibet Forest Bureau, the Sanjiangyuan National Nature Reserve (under the Qinghai
Forest Bureau), the Biodiversity Working Group (of the China Council for
International Cooperation on Environment & Development), Qinghai Environmental
Protection Bureau, prefecture and provincial Foreign Affairs Offices, and
several county and prefecture health bureaus.
