After graduating from Duke University with a masters degree in International Development Policy, he became Director Assistant, Head of the Project Management Department, QISL, China Academy of Science. He taught readings in Sociology at Qinghai Normal University and has served as a member of the Working Committee of IFP China Alumni Association. His awards include Outstanding Engineer by the Chinese Academy of Sciences.
His research focuses on public policy, especially development related policy issues, including scientific policy and technology policy, social development and environment protection, reconstruction of social capital and community development.
